Overview
The National Federation of Conceding and Publicly Operated Local Authorities (FNCCR)
is an association of local authorities specialising in network-based local public services, including:

Energy: electricity, gas and heat distribution, energy demand management, renewable energy, public lighting, charging stations for electric and gas vehicles…

Water cycle: drinking water supply, wastewater treatment, non-collective sanitation, flood risk and aquatic environment management (GEMAPI)…

Digital: high and ultra-high-speed electronic communications, shared IT systems, and e-administration

Waste: waste management and recovery (e.g. biomethane)
The FNCCR – Serving Local Authorities and Their Public Institutions
Founded in 1934, the FNCCR is an association fully dedicated to the organisation of local public services. As a representative and diverse body, it brings together both local authorities that delegate public services to private companies, and those that manage services directly (through public utilities, semi-public companies, user cooperatives, etc.).
The FNCCR supports its members in the technical, administrative, and financial organisation of networked local public services and related activities (such as digital mapping and data management, resource pooling, joint procurement, etc.).
It conveys the collective voice of its members, particularly during the drafting of legislative and regulatory texts and in national-level negotiations with service providers.
The FNCCR advocates for national consistency and territorial solidarity, using equalisation tools. It also promotes inter-municipal cooperation on a scale large enough to ensure that public services have the human and material resources needed to meet consumer demands.
